    I would like to propose that the WA Delegate be the Chief Justice of the Supreme Court.

    The Chief Justice's powers/responsibilities would be:

    -Create polls in forum WA Delegate section for how they will vote in the World Assembly

    -Lead the Courts of this great region

    -Establish lower courts if the necessity arrives

    -Tie breaker in any Supreme Court decisions

    -Take on a life-time term

    Having a WA Delegate as Chief Justice will bring stability to our region.
    -The life long term provides military stability, as we will never be weak in the middle of election transitions. All of the region's WA votes will always be in the same place, not divided, creating a difficult target for invaders.
    -The Executive will be able to leave the region on raiding parties, whereas if the Executive was WA Delegate he would have to stay in the region and direct from the homefront.
    -The lifelong term will allow the Chief Justice to have the least bias, as he will not have to make decisions based on election seasons, but what he feels is truly right and just. This will allow the Courts to operate without bias.

    I am more than willing to accept that with the change in the position's duties, a re-vote on WA delegate may be called for.

    As founder, I am adamantly opposed to making the WA Delegate the Chief Justice. It's like mixing fire and water- it just doesn't work. Here's why:

    The Chief Justice's job is to interpret legal actions by the Legislature and the Executive governments. In order to make sure that the Chief Justice doesn't discriminate against any party, he needs to be 100% separate from any other form of government. The Chief Justice's position is the most conservative out of any in the region, with long terms and loose re-election procedures. Law is slow moving, and the Chief Justice's position should be slow moving too.

    On the other extreme is the WA Delegate. His job, as WA Delegate, is to portray the region in a professional manner to foreign entities and the World Assembly, whether they be regions or nations. If he doesn't do that to the people's likings, he should be able to be booted out of office in a public referendum, or in the Senate. Giving the WA Delegate a lifelong term gives too much power to one man, who would control both foreign relations, WA Voting, and Supreme Court rule. That is utterly tyrannical.

    Compromise: I would consider the President being able to appoint the WA Delegate in his new administration. The WA Delegate could hold another position, such as Minister of Foreign Affairs, or Secretary of State. Or maybe even the Vice President. That would be something I would have no problem considering doing. This way, power is balanced more evenly between all three branches. Once the President's term expires, the WA Delegate position will automatically be vacant, and the next President will nominate a citizen to fill the roll. However, like all cabinet appointments, the WA Delegate needs to be approved by 2/3 of the Senate. Checks and Balances.

    The WA delegate holds no administrative powers-you will not allow it for fear of takeover. As you have said it is merely a ceremonial position. He doesn't even make his own decisions in the World Assembly; the vote is left up to the people in the forum.

    Foreign relations will be left up to the founder. The WA delegate will stay on the homefront and have no power to make contact with other regions.

    As with any position, the Delegate may be taken out of office for misconduct. The senate can and will order him removed if he in any way abuses his position.

    The only real power that the Delegate has is on the forum, in the court (if he's Chief Justice)

    Article 4: Executive Appointments

    4.1 Ministers and Delegation: Ministers assist the President, and are members of his cabinet. These positions are the Minister of the Interior, Minister of Foreign Affairs, Minister of Culture, a Commander of Armed Forces, a Grand Admiral, and an Attorney General. Appointments must be issued within 24 hours of being elected. If not enough members are present to fill all the positions, section 2.8 will be temporarily ignored.

    4.2 Minister of the Interior: The Minister of Interior affairs is responsible for:
    1) Recruitment of new nations into the region,
    2) Naturalization of new citizens into the region,
    3) Citizenship issues.

    4.3 Minister of Foreign Affairs: The Minister of Interior Affairs is responsible for:
    1) Appointing ambassadors to regions,
    2) Establishing embassies with other regions,
    3) Management of embassies with other regions,
    4) Portraying the World Senate in a professional nature to other regions.

    4.4 Minister of Culture: The Minister of Culture is responsible for:
    1) Maintaining a timeline of political events occurring in the Senate, Supreme Court, and the Presidency,
    2) Record keeping of elections and the results.

    4.4 Commander of Armed Forces: The Commander of Armed Forces is the second in command of the region’s armed forces, behind the President as Commander in Chief. The Commander of Armed Forces is to maintain day to day defense of the region, as well as offensive practices as the government dictates. The Commander of the Armed Forces must maintain a professional work ethic at all times.

    4.5 Grand Admiral: The Grand Admiral is the field commander for the armed forces. He ranks third in command for the region. The Grand Admiral is charged with maintaining a professional work ethic at all times. The Grand Admiral is also charged with accepting applicants into the Armed Forces. In the event of a court-martialing, the Grand Admiral will be responsible for passing on the criminal prosecution to the Attorney General.

    4.6 Attorney General: The Attorney General, as of the region’s Department of Justice, is concerned with all legal affairs that occur in the region. Their responsibilities are as follows:
    1) Prosecuting the suspects of any violations of regional laws in the court of law,
    2) Advising members of the Senate and Presidency of their legal rights,
    3) Ensuring that suspects are given full rights as mandated by World Assembly regulations,
    4) Portraying a professional work ethic at all times.

    4.7 Senator Confirmation: Every Ministerial appointment must be approved by a 2/3 vote, taken at the first reasonable point in time after their appointments. The procedures for the confirmation are as follows:
    1) The floor will vote on confirmation of all appointments at once.
    2) If a 2/3 approval for all the appointments is not reached, the Senate will then progress to vote on each individual appointment.
    3) If an individual appointment fails after that, the Supreme Court will take over the case.
    4) The Supreme Court will review the Senate’s reasons for disapproval, and determine if they are warranted. If they are not warranted, the appointee will assume the appointment.
    I know we haven't officially ordained the Constitution, but this is Article 4 of the Draft.

    As Founder, I hold no power of Foreign Affairs once the first President steps in. As Chief of State, (as mentioned in Article 3) the President is the head representative of foreign affairs, followed by the VP, and then the Minister of Foreign Affairs.

    We have three options as of right now:
    1) WA Delegate is also Chief Justice
    2) WA Delegate is also Minister of Foreign Affairs
    3) Seperate WA Delegate and Chief Justice

    I motion to postpone the issue until we have a Senate, and a President. Then we will rediscuss. Until then, we can draft up new ideas.

    3) Seperate WA Delegate and Chief Justice.

    Mainly because the WA delegate will own to many positions, vital positions that could be given to other nations. Congress should stay balance. And an Ambassador position should be established. I also endorse the decision of letting the WA delegate share regional control with the founder. Just thinking of ways the Senate would be more balanced. Thank you for your time.
