Although I am not in the Senate I'd like to respond to this.
As The World Senate grows, so should our party system. We should not start off by limiting ourselves to real-world parties. Most players don't base how they play the game off of how they are in real life.
We should allow the party system to grow naturally, as issues are brought up in game. A party is just a base of people that agree on how different issues should be solved. I believe that we should base our party system off of in game issues. As the need for new parties arises, players will form a party and lobby the support of the masses. If the Party President does not gain support from the masses, the party is obviously not necessary for our Region, and will eventually fizzle out. Parties will naturally arise if we allow biological grow of the system-when a problem arises, a party will be formed to group together nations that feel strongly on the issue.
Anyone that wants to create a political party should be able to, even if they are not in the Senate. If they gain support, as in real life, they may get voted into office on their party ideals.
I believe that in this way the party system of this great Region will flourish and meet the needs of our people and their government.
